AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, States Dutch Watchdog

AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democratic processes just over a week before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots tested by the AP “often end up with the same two parties”, regardless of the user’s question or command, the regulator explained in a analysis released ahead of the late October vote.

In more than half of the cases, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the voter’s query exactly matches the positions of these parties, the report pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The deputy head of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their political views, she added.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an electoral contest that will be keenly observed around Europe for the performance of the PVV.

The right-leaning group of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters still undecided.

All major parties have rejected a coalition with the PVV, implying the runner-up party is highly probable to supply the future head of government.

Inadvertent Prejudice Linked to AI Operation

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
