“Despite the Crime Investigation Department (CID) inputs, the administration did not act timely. The government did not exercise vigilance. Had preventive measures been taken, this may not have happened” Hooda said.
Hooda said he personally does not think that Chief Minister Manohar Lal Khatter was individually responsible, but this was the failure of the administrative machinery and the government as a whole.
